Special Recreation Services, Inc. is a non-profit 501 (C) organization. Special Recreation Services was started on August 10, 1987. Special Recreation Services is a contract provider with the Department of Aging and Disability Services (DADS). We are dedicated to providing quality services to Consumers enrolled in our Home and Community Based Program (HCS). We serve individuals from many different ethnic and social backgrounds. We are currently located in the old Historic Houston City Hall building at the east side of downtown Houston. Special Recreation Services, Inc. has Bi-Lingual staff. As a Provider, Special Recreation Services must ensure that its operations are in continual compliance with the HCS Certification Principles and the Assurances to the Centers for Medicare and Medicaid Services (CMS). Special Recreation Services receives an annual Survey Audit to determine if we have met and are in compliance with the HCS Certification Principles. These assurances are specified in the HCS provider’s contract. The purpose of the DADS Regulatory Services, Waiver Survey and Certification review process is to protect the health, safety, and welfare of recipients of HCS services and to assure compliance with the provisions of the Texas Title XIX Medical Assistance Program State Plan. The HCS (Home and Community Based Services) Program provides individualized services and supports to person with mental retardation who are living with their family, living in their own apartment or home, or in a small group home. We also provide SHL (Supported Home Living) services to those under the age of 18 who live in their own family home. The HCS program is a Medicaid Waiver Program approved by the Center for Medicare and Medicaid Services (CMS). HCS provides community based services and supports to eligible individuals as an alternative to the ICF/MR or other programs. The HCS program is operated by the Texas Department of Aging and Disability Services DADS), under the authority of Texas Health and Human Services Commission (HHSC).
